OPPOSITION TO SUNSET BLVD. WIDENING

The City is proposing to widen Sunset Blvd. between ____ Barrington ________ and __ Gunston ___________ with only two weeks to make a final decision to include the project on a project list for funding.

Brentwood Homeowner's Association (BHA) conducted a traffic study in approximately 2004 and set this process in motion with no notice to the community.  BHA refuses to share its study with the community.

Brentwood Homeowner's Association (BHA) conducted a recent survey of a fraction of its membership.  BHA refuses to share the survey with the community.  We do not know how the survey was worded, who got the survey, how members responded to the questions asked.

BHA is just one of 13 Brentwood Homeowner Associations.

The community does not have enough information to make an informed decision.  Public Hearings must be held in order to address the pros and cons of this major project for Sunset Blvd.

We have learned the following:

The Brentwood-Pacific Palisades Community Plan prohibits the widening of Sunset Blvd.  An exception to the community plan sets a dangerous precedent for all of Sunset Blvd.  (From Page III-25 (page 40) Brentwood-Pacific Palisades Community Plan
13-1.4 Sunset Boulevard is designated as a Scenic Major Highway.  However, there shall be no widening for the purpose of increasing capacity during the 20 year life of this Plan. Program: The Planning Department and City Council must find that major capital improvements are consistent with this plan policy.)

The nature of Sunset Blvd. will be changed forever.

Removal of Green Buffer Zones will not be completely replaced by the City. Brentwood Homeowners Association admits that it will have to raise money from the community to replace the greenery.

This drastic change to the character of Sunset is not necessary.  The I-405 Sunset Overpass Project will begin construction within the next few years closing the freeway on/off ramps at Sunset Blvd. for approximately six months.  Once complete, the new configuration (two through lanes, two lanes entering north Sunset on-ramp and additional stacking areas) will help aid in the flow of traffic.  Millions of taxpayer dollars will be spent on these improvements to alleviate eastbound congestion on Sunset Blvd.

The City hasn't made the case or met its burden of demonstrating that the benefit of increased flow due to street widening will not be offset by the burden of increased traffic volume, especially from rush hour commuters traveling from Santa Monica to the Valley.

The West LA Community Plan is under review and proposes to densify Wilshire Blvd., which will push commuter traffic to Sunset Blvd. if Sunset Blvd. has an additional lane to move commuters to the freeway.

It appears the City will be creating an extra flow lane for commuters, which will just shift traffic patterns to create bottlenecks on Sunset.  The short term gains will quickly be offset as commuters change their travel patterns.

Sunset Blvd. will be moved 7 feet closer to some houses, condos and apartments negatively impacting residents and their property values.

Given recent precedent of similar projects of this nature, the construction phase of this project will impair traffic flow on Sunset Blvd. and Barrington for years.

The widening will encourage excessive speeding during non-peak hours on Sunset Blvd. throughout Brentwood - not just in the areas to be widened, creating safety risks and impairing the residential character of the community.

I oppose the Sunset Blvd. Widening Project.
